Police conduct will not change until recruits are trained by people who are not veteran police officers and "internal affairs" is staffed by people who were never police officers.

As long as the training philosophy is that in order to protect themselves officers must dominate the citizens and be feared by the "bad guys," they are going to have a "I crack the whip, you make the trip" attitude.

That attitude is instilled in training and can only be changed by eliminating it from day one.
