You would get the same result without the massive costs and bureaucracy by (1) raising the minimum wage to a living wage which would include medical care; (2) providing free day care for working families and (3) guaranteeing everyone who wants to work a living wage job, some of which publicly-funded living-wage jobs would be staffing the free day-care centers.
